THE ANSWER:  Chinese Close Concentric on clear ground.   c.1930.  It is believed that a Chinese factory was asked to copy antique French and American paperweights.  This is a copy of a Clichy concentric.

Hints: 

  • Canes and colors are typical Chinese type.
  • The weight is very flat and the glass is slightly greenish
  • Many of these weights are scratch signed "CHINA" on the bottom
